Qualcomm's interest in the brain is amazing. They are improving computer processing by studying the human brain: A major benefit of this for education might be the lower cost of big data processing.
"Qualcomm doesn't anticipate replacing today's processors with the Zeroth--instead, it would act as a co-processor. The Zeroth could be good at things like learning and then anticipating user preferences on a smartphone, for example. In the car, the Zeroth could help vehicles become aware of the surrounding environment and protect drivers from unsafe situations."

A pretty good analogy from The Neighborhood Effect article by Marc Perry- Chronicle Nov 5, 2012. This is also what a child needs more than anything else-- An emotionally consistent environment .
Money for disadvantaged areas has "fluctuated wildly," Sharkey says. Programs have attracted interest and been abandoned. What poor areas need, he argues, is something they have never had: a consistent investment policy that touches multiple generations.
